19:31 richardkiene_ so we ran all the cleanup instructions for Pacemaker, killed off pid files, and did a rolling restart
19:32 richardkiene_ in addition; we restarted the openvswitch agent on each of the compute node
19:32 richardkiene_ The remaining symptoms were caused by what I believe is a bug in how "shared" networks work
19:33 richardkiene_ Floating IPs were being assigned to a shared network instead of the network the instance belonged to, this was only realized by looking in the database, because the UI apparently just makes an assumption about the owner instead of checking the DB
