15:20 xbret mwhahaha, As stupid as it seems, It was solved by doing : ethtool -K eth0 tso off. I've read that disables tcp segmentation offload, but I am not entirely sure of why it affects download rate.

16:09 xbret mwhahaha, Now I fear that I might have caused it: My deployment of Fuel has some patches (config, not code) to run on my limited infrastructure. Traffic to 0.0.0.0/0 is being routed through the br-storage bridge instead of the br-ex one. br-storage has TSO enabled while br-ex does not.
