06:46 mvuets private chat - correct. but the tell bot serves a slightly different purpose. it increases chances of your (public) message being noticed by a receiver. the bot will forward the message right after the recepient says anything
06:48 mvuets therefore such postponed/delegated messages can survive a recepient's computer/IRC-client restarts (contrary private chat) assuming he/she is always online and not always by the computer
