13:27 ayoung EmilienM, Puppet makes the assumption that it is running on the node to be configured, and that it pulls config from a central resource.  It goes from a single represetnation (Hiera in our case) to the specific representation of the various solutions.
13:28 ayoung EmilienM, I was pretty sure we were going to move to Ansible for Tripleo, as it matches better how the undercloud needs to orchestrate the overcloud deployment, so I did not get too involved.

14:28 ayoung EmilienM, so to do what I am suggesting with RPMs involves a separate RPM datase, which usually means a chroot.  Or containers.  pip/venv is basically pythons way of doing mini containers.  It is a question, though, of how long a delta do we want to have betwenn a config change and seeing it in puppet.  I assume puppet-openstack has a "install from vairaous package formates" approach, right?
