01:48 BenBE You have to distinguish here: What a distribution can do is to include (at their own discretion) whatever Root and Intermediate certificates they deem trustworthy. So can do browser vendors like Mozilla. But some vendors delegate this decision: e.g. Chrome uses the system's default set of certificates to determine trust.
01:49 BenBE For Debian the decision to include CAcert was made in (IIRC) 2004, long before there were really formal guidelines which certificates to include and which not.
01:50 BenBE Mozilla on the other hand decided to set up some rules and was one of the initiators of the CA/Browser forum, a taskforce to discuss rules every trustworthy CA has to follow.
01:52 BenBE CAcert made an appeal to Mozilla to get included, but after performing the necessary audit found a bunch of issues that needed to be resolved before following up on that appeal made any sense.
01:53 BenBE One result though was, that the rules for CAs got strengthened - some even on the suggestion by CAcert.
01:54 BenBE eMBee: But to summarize the reply to your question: No, that's not for the distributions to decide, but for Mozilla. And before they change their mind an independent security audit has to be passed.

02:22 BenBE Example: My Firefox trusts exactly one CA, while I had to make my OS trust three different CAs for most applications to work will no unnecessary annoyances.
